Though it has received only moderate attention in the western press, the torrential flooding of large swaths of Pakistan since late July may be the most catastrophic natural disaster to strike the country in half a century. But even greater than the human cost of this devastating event are the security challenges it poses. Coming at a time of widespread unrest, growing Taliban extremism, and increasingly shaky civilian government, the floods could lead to the gravest security crisis the country–and the region–has faced. Unless the international community takes immediate action to provide major emergency aid and support, the country risks turning into what until now has remained only a grim, but remote possibility–a failed state with nuclear weapons.
Since the upper reaches of the Indus and other rivers in Northern Pakistan first flooded their banks over three weeks ago, the floods have spread to many other parts of the country, submerging dozens of villages, killing thousands, uprooting some 20 million people, and leaving millions of poor children and infants at terrible risk of exposure to water-borne diseases. But the next few months could be even worse, as the collapse of governance and growing desperation of flooded areas leads to increasing social and ethnic tensions, terrible food shortages, and the threat that large parts of the country, now cut off from Islamabad, will be taken over by the Pakistani Taliban and other extremist groups.
A key part of the security problem lies in the already precarious situation of the regions most affected. The floods and heavy rain have caused the worst damage in the poorest and least literate areas of the country where extremists and separatist movements thrive: this includes the northern region, near Afghanistan, but also parts of Balochistan and Sindh provinces in the south. By contrast, central Punjab, the country’s richest region, with incomes and literacy about double that of other parts of the country, has been relatively unscathed by the disaster. The longstanding resentment by ethnic groups in the smaller provinces against Punjab is thus likely to increase.

CNN’s Dr. Sanjay Gupta is in Pakistan getting a first-hand look at the devastation that has continued since record monsoon rains caused intense flooding a month ago. He’s sent notes and photos back from the road that show the extent of a crisis that most Americans could not comprehend.
“You have to be on the ground to be able to understand the report,” Gupta wrote. “This is an ongoing disaster. Many think the flood has passed, but I am in an area that was dry yesterday, and completely flooded today.”
Gupta also chimes in on why Americans may have been hesitant to give money to nonprofits working in Pakistan. The American Red Cross alone raised $32 million for Haiti relief through text-contribution efforts. The same campaign for Pakistan has raised only $10,000.

PABBI, Pakistan – Five-year-old Shahid Khan struggled to remain conscious in his hospital bed as severe diarrhea threatened to kill him. His father watched helplessly, stricken at the thought of losing his son – one of the only things the floods had not already taken.
The young boy is one of millions of children who survived the floods that ravaged Pakistan over the last month but are now vulnerable to a second wave of death caused by waterborne disease, according to the United Nations.

THATTA, Pakistan — Hundreds of thousands of Pakistanis were fleeing floodwaters Friday after the surging River Indus smashed through levees in two places, but many refused to leave the danger zone while others took shelter in an ancient graveyard for Muslim saints.
The new flooding came after the Taliban issued a veiled threat against foreign aid workers helping out in the crisis, a development likely to complicate the massive relief effort. More than 8 million people are in need of emergency assistance across the country.

Today’s AfPak round-up:
U.S. official: Pakistan Taliban plan to attack flood aid workers. There have been no such attacks so far, but the World Health Organization says it has already scaled back due to security concerns. Retired Pakistani general Talat Masood says the terror group has a strong incentive to disrupt relief efforts: “[Pakistanis] generally had anti-US and anti-West feeling in the past for various reasons, and now with this sort of assistance, it’s very likely that the people might change their attitude.” [BBC]
Afghanistan, India pledge to fight terror together. After a two-day summit in New Delhi, the two countries called on their neighbors to deny “safe havens and sanctuaries” to terrorists. While the statement did not mention Pakistan directly, both countries have in the past accused Islamabad of harboring terrorists. Pakistan and India have jostled for influence in Afghanistan, and this summit indicates that Afghan President Hamid Karzai is leaning further away from Pakistan and toward India. [AFP]

Jawaid Amin Khwaja’s farm in Pakistan is underwater. “You would just see the top of the sugar cane crop,” he told NPR.
That’s the least of his concerns right now. The dozens of families who work on his 700 acres have lost their homes and sources of income. Khwaja and his family responded: they “adopted” 1,000 families to shelter on their land.
Khwaja tells NPR that his grandfather set up a charitable foundation decades ago that runs schools and health centers in the local village. He emphasized that citizens of Pakistan are stepping up to help each other in this time of crisis.
